Bring a large pot of water to boil. Add a tablespoon of salt and a splash of oil. Cook the pasta following pack instructions, or until al dente.
Put the chilli, shallots, lemon zest, oil, vinegar, sugar and tomatoes in a bowl. Add salt and pepper and stir to combine.
Drain the pasta and combine together with the tomatoe mixture and mozzarella. Scatter over the snipped fresh basil leaves.
